Project Sokol was a crucial component of a larger Soviet-era plot known as Seven Days to the Rhine, which sought to re-establish the USSR's borders as the height of its power, reacquiring former eastern bloc countries.

The intention of Sokol is to design a small yield nuclear device that could be rendered untraceable by most radiation detection, and potentially disguised as originating from another nation in a false flag operation. Under Petrov's plan, the device was modeled after an American nuclear missile, so as to implicate the United States in the strike, presumably giving Russia just cause to respond. Thus triggering a sequence of events that lead to Russia invading its former eastern bloc territories and re-establishing its former borders in a resurrection of the Soviet Union.
