History
The prime movers behind the plot to kill the president with the nuclear weapon and incite a war between the U.S. and Russia are a group of Austrian fascists with ties to the outlawed National Socialist (nazi) party. A mix of racist businessmen, old soldiers with ties to the Third Reich, and young nationalists who feel that Austria has fallen to third rate status in the new world order, they are trying to topple the superpowers so that Austria can emerge in the resulting power vacuum. The C.I.A. first discovers the involvement of the masterminds through records of transactions with the bank, which the Hostage Rescue Team's stage a raid on in Operation Hollow Serpent to find out who is in charge. This information leads them to the corporate headquarters of one of the fascist-involved businesses, where they place a surveillance device to track one of the lieutenants back to Dressler in Operation Broken Chain. In Operation Razor Scythe, the HRT takes out Dressler, the man behind everything.
