Biography

Grushkov is a former member of the KGB, earning a reputation an an assassin for the organization. He later became a senior advisor to President Zorkin. At some point, he became an informant to CIA Director William Cabot, using the codename "Spinnaker". In September 2002, Grushkov became a senior advisor for President Alexander Nemerov following the death of Zorkin. Grushkov accompanied Nemerov during his meeting with Cabot and Jack Ryan in Moscow during their visit to Russia to examine a nuclear weapons facility as prescribed by the START treaty. Nemerov asked Cabot to relay a message to President J. Robert Fowler and asks that the United States remain out of Russia's war in Chechnya and allow him to stabilize Russia in his own way without outside interference. Cabot agreed to relay the message but told him that Fowler would not like it, explaining that the United States is not only concerned with stability and peace in Chechnya but with Nemerov's control over his military. At this remark, Nemerov stood up and threatened action against the United States should they interfere.

Grushkov then joined Cabot and Ryan at the nuclear weapons facility as they were led around by General Saratkin. During the inspection, Ryan notices that three scientists listed on the facility's roster are absent: Spassky, Milinov, Orlov. Grushkov claimed this could be explained by the fact that Milinov was out sick, Orlov was on vacation, and Spassky was killed in a car accident. A few hours later, however, Grushkov contacted Cabot and told him that in reality the Russian Government had no idea where the three were located.

Days later, disgruntled Communist military officers ordered a chemical attack on Grozny, the capital of Chechnya. Nemerov held a press conference to take responsibility for the attack, deciding it was the better to do that than to risk alienating more figures of his military. After the press conference, Grushkov informed Nemerov that the attack had been done my the military officers and was told by him to remove them from command. Grushkov suggested killing them but was told by Grushkov to privately make them disappear so that it did not look like he was not in control of his military.

A few weeks later, a nuclear bomb was detonated in Baltimore, killing millions. With suspicion falling on Russia, Grushkov joined Nemerov in his command center as he tried to claim their innocence. Jack Ryan later learned that the bomb's plutonium had originated from the United States in 1968, proving Russia's innocence. Cabot was mortally wounded as a result of the bomb, which prompted Ryan to contact Grushkov as Spinnaker on Cabot's PDA. Grushkov tells Ryan that the plutonium was stolen by the CIA and secretly given to Israel, until they lost it during the Yom Kippur War.

Jack Ryan later contacts Nemerov again through the National Military Command Center at the Pentagon as both sides prepare to wage a nuclear wear. Ryan tells him that he knows Russia was not behind the attack and that it had been carried out by a billionaire Richard Dressler and Derek Olson. Ryan then asks Nemerov to stand down his forces as a show of good faith. Russian Generals Bulgakov and Ivanov attempt to convince Nemerov not to listen to Ryan but are stopped by Grushkov who says there should be no harm in hearing Ryan out. While Ryan is cut off before he can finish his message, Nemerov agrees to stand down which prompts President Fowler to do the same. Shortly after, Grushkov manages to track down Dressler and the other conspirators. He plants a bomb in Dressler's car which is activated once Dressler tries to use its cigarette lighter, killing him.

Grushkov later travels to Washington DC to attend the peace summit between the United States and Russia. After Fowler and Nemerov agree to counter nuclear proliferation at the Kremlin, Grushkov travels to Lafayette Park to meet with Ryan and his new fiancé Cathy Mueller. Grushkov reveals his identity as Spinnaker to Ryan, telling him that he will miss his talks with Cabot and hopes that he can talk more with Ryan, which Ryan agrees to. Grushkov then surprises Ryan by giving Cathy a present for their engagement, which they had not yet told anyone about. Ryan asks him how he could of known but is only met with a smile from Grushkov who walks away.
