Alexander Nemerov is a character that appears in the film, The Sum of All Fears. In 2002, he served as the President of Russia.

Biography

In September 2002, Nemerov was sworn in as the new President of Russia approximately eight and a half hours after President Zorkin had died from a heart attack. One of Nemerov's first acts as President was to meet with CIA Director William Cabot and his entourage during their visit to Russia to examine a nuclear weapons facility as prescribed by the START treaty. Accompanied by Anatoly Grushkov, Nemerov met with Cabot's entourage. He was soon introduced to analyst Jack Ryan and told him the he recognized him as the man who wrote a paper about him the year before. Nemerov then had his translator stress to Ryan that the report was wrong as he did not have many girlfriends in college and that he has been faithful to his wife ever since he met her in his third year of college. Ryan told Nemerov that he had been referring to the first two years of college. He then surprised him by stating in Russian that those had been the years where Nemerov had received the highest honors in English. Nemerov laughed at this and told Ryan that he liked him, much to Cabot's relief.

Afterwards, Nemerov spoke with Cabot while the pair were getting photographed. Nemerov explained that he wanted Cabot to relay a personal message to U.S. President J. Robert Fowler and that by meeting with him in person, Cabot could see his tone and body language. Nemerov then told Cabot that he wants the United States to remain out of Russia's war in Chechnya and allow him to stabilize Russia in his own way without outside interference. Cabot agreed to relay the message but told him that Fowler would not like it, explaining that the United States is not only concerned with stability and peace in Chechnya but with Nemerov's control over his military. At this remark, Nemerov stood up and threatened action against the United States should they interfere.

A few weeks later, tensions between the United States and Russia sharpened following a chemical attack on Grozny, the capital of Chechnya, which was ordered by disgruntled Communist officers. To prevent the alienation of more figures in his military, Nemerov claims responsibility for the attack during a press conference, prompting Fowler to deploy peacekeepers to Chechnya. Afterwards, Nemerov learns of the perpetrators behind the attack from Gurshkov and tells him to remove the officers from command.

Later, Richard Dressler manages to transport and detonate a secret nuclear weapon in Baltimore, resulting in the destruction of the city and the death of Cabot. U.S. President J. Robert Fowler managed to survive the attack, but became suspicious of Nemerov's involvement. This was made worse by a corrupt Russian Air Force general who Dressler paid to attack a U.S. aircraft carrier.

Despite Nemerov denying any involvement, Fowler continued to gather his forces and prepared to launch a nuclear attack on Russia. With no proof of their innocence, Nemerov prepared to do the same. Moments before Fowler was set to launch a nuclear attack on Russia, Jack Ryan managed to reach the National Military Command Center in The Pentagon and contacted Nemerov, saying that he knew that Russia was not behind the attack, while also asking Nemerov to stand down his forces as a show of good faith. Nemerov agreed to do so as Fowler followed suit. Afterwards, Nemerov and Fowler announced new measures to counter nuclear proliferation in joint speeches at the White House. Fowler and Nemerov also secretly arranged to have Dressler and his co-conspirators assassinated.
