General Dubinin is a character that appears in the film, The Sum of All Fears.
Biography
In late 2002, Dubinin was hired by Richard Dressler to help him instigate a war between Russia and the United States that will devastate them both, and leave a united fascist Europe to rule the world. Dubinin later attended a meeting with other member's of Dressler's group. Dubinin was asked if his position in the military was affected by the recent Russian military chemical attacks on Grozny but told them that it was not. Dressler then told the members present that their recently acquired nuclear bomb would be transported by Jared Mason once it arrived in Baltimore. Monceau felt that the cost of a nuclear war was too great, prompting him to announce that he was leaving the group. At Dressler's request, Haft handed Monceau his coat as he was departing and strangled him to death with his scarf.
Following the bomb's successful detonation in Baltimore, Dubinin is called by Dressler and told that Haft had traveled to Baltimore to kill Mason. To solidify the United States' suspicion that Russia had been behind the attack in Baltimore, Dubinin gathered his fighter pilots and claimed the United States had launched ICBMs on Moscow. He then sent his pilots to attack a U.S. aircraft carrier, heavily damaging it and worsening the already tense atmosphere between Russia and the United States. Despite Dubinin's efforts, CIA agent Jack Ryan finds evidence that proves Russia's innocence and manages to convince President Alexander Nemerov and Present J. Robert Fowler to stand down, averting nuclear war. A short time later, Dubinin's involvement is discovered by Nemerov who sends assassin's after him. Dubinin tries to escape in the forest but trips and is killed.
