Augustus "Gus" Werner is a character that appears in several Tom Clancy novels

Biography

Gus Werner was once the leader of the FBI Hostage Rescue Team and previously supervised Tim Noonan and Bill Henriksen on the team. Werner was later promoted to be the Special Agent in charge of the Atlanta field division.

In 1999, Werner was considered for the role of Six on the newly formed Rainbow counter-terrorism unit. John Clark was ultimately chosen for the role. Despite this, Werner became the Assistant Director of the FBI's new Terrorism Division.

Following to successful conclusion of the hostage situation at World Park, Bill Henriksen called Werner to fish for information about Rainbow. Werner denied the existence of the black ops team, claiming that he did not much of anything and that everything was on a need-to-know basis. Knowing that Werner was lying to him, Henriksen conceded and told Werner to at least let the team know that it was sloppy to use a Black Hawk helicopter. This was because while the helicopter had "Police" painted on its side, the Black Hawk helicopter is not approved for civilian use.

Werner later brought up this information to FBI Director Dan Murray. Murray agreed to inform Clark about the matter though he argued with Werner about the practical considerations of the operation. Both men then discussed Clark's proposal to make Rainbow public so as to deter terrorists from acting. Werner agreed that it could indeed work as a deterrent but argued that it could led to people asking too many questions or the media blaming botched operations on them. As Werner was preparing to make his leave, Murray asked him if anyone had thought that the three terrorist incidents since Rainbow formation were too much of coincidence. Murray also mentioned that Rainbow's Intelligence Director, Bill Tawney, surmised that it could be the work of an old KGB agent who was digging up old terrorists to conduct the attacks. Werner considered this for a moment but stated that if true their operations have been far from successful. In any case, Werner told Murray to have Rainbow start taking terrorists alive in order to obtain hard intel.
