Biography

A member of the Secret Intelligence Service, Williams first field assignment was a cover job in the Passport Control Office at the British Consulate in New York City. Williams worked with several other agents who were diplomats working at the United Nations. Through them, he occassionally recieved low level diplomatic intelligence and would forward it to Whitehall to be reviewed by the Foreign Office.

In 1999, Williams recieved a lost passport and two credit cards belonging to Dmitriy Popov under his cover name "Joseph Serov" that had been found in the trash by a sanitation worker. Williams faxed the passports identification number to London to find the owner's phone number. However, thirty minutes later he recieved a call from a man named Burt at Whitehall who told him that "Serov's" address and phone number were to a morgue that had no record of him. With the passport having false supporting documents, Williams asked Burt to run the name through the SIS system. This led to an email being sent to Bill Tawney, the head of the Rainbow Intelligence Department who was searching for Popov due to his connection to the recent attack on the community hospital outside Hereford Base by PIRA.
